Andrew Carter

Andrew Carter is Trade and Investment Commissioner, South Asia, for the Australian Trade and Investment Commission (Austrade). He heads Austrade’s Investment team in South Asia and is based in New Delhi. Andrew was appointed to India in 2023 after a posting to China as Trade and Investment Commissioner in Beijing, where he led Austrade’s education promotion and trade facilitation in China, Hong Kong and Taiwan.

Previously in Austrade Andrew has led a policy and ministerial team in Canberra and served in client-facing trade and investment roles in New York and Washington DC, USA. Prior to joining Austrade in 2015, Andrew has had a varied public service career in trade and policy at the Department of Foreign Affairs and Trade, the Department of Defence and the Department of Agriculture.

Andrew holds a Masters in International Law (with Merit) from the Australian National University and bachelor degrees in Arts and Law from the University of Newcastle. He is an admitted legal practitioner of the Supreme Court of New South Wales.
